I recieved the following message from a company that is writing a script for my site. Is it possible for you to change these?

"I would recommend that you ask your web host about :
allow_url_fopen - why is the local value 0 when the master value is 1 (the script needs both values to be 1 to run)

Same with safe_mode - why is local value On when the master value is Off (the script needs both values to be Off to run) "

because url fopen is disabled
and safemode is on

these cannot be change
have your script writer work around them
they cannot be changed for any reason
