They do if you install the same version that the your hosts' server is running..
I have Apache, MySql, and PHP running on my pc to test my site b4 I upload it and it works just the same as it does on the server...

No it's not but it's not a bad idea to install it if you use DB's and want to do that offline also (or if you want to learn how to use the DB's).... The only things you need to install is a web server (such as apache) and PHP

Here just download this program and install it:
http://manu.nerim.net/easyphp1-6_setup.exe
It is a program that install's all 3 (Apache, MySql, PHP)
Then you put your site in the "www" dir where you install the program...
Edit: The program is in french (only the installation) but you should be able to guess which are the Next buttons on the installation... It's not that hard to figure out.
To bring up your site open your web browser and type: 127.0.0.1
in the address bar. That will bring up the index.html or index.php file in the "www" directory... You need to delete the index.html or index.php files from the "www" folder and copy and paste all the files from your website to the "www" directory...
Have fun...

just make shure you surn off mysql befor using host ultra because it will conflict
127.0.0.1 can also be LocalHost because if you run kazaa you will get junk when using 127.0.0.1:D
